Joe Esway serves as Director of the Cocke County Emergency Management Agency (CCEMA) and Swift Water Rescue Team Leader. Director Esway was formerly the Campus Director of ITT Technical Institute in Knoxville, TN and an Adjunct Professor of Business and General Education at Virginia College. Prior to appointment by Cocke County Mayor, Crystal Ottinger, Master Gunnery Sergeant Esway served honorably as a United States Marine from July 1990 to February 2015. Master Gunnery Sergeant Esways 25-year career include combat deployments in support of Operation Desert Shield and Operation Desert Storm in Southwest Asia (1991), Operation Promote Democracy in Haiti (1993), and Operation Restore Hope in Somalia (1994). Esway was promoted to the very top of the Enlisted Rank Structure and served as a Light Armored Reconnaissance Marine, Combat Water Survival Instructor, Small Arms Weapons Instructor, certified through the Marine Corps and FBI’s weapons Instructor Courses, Disaster Preparedness Officer, and member of the Marine Corps Recruiting Command. Master Gunnery Sergeant Esways personal awards include The Meritorious Service Medal, The Navy & Marine Corps Commendation Medal, The Navy & Marine Corps Achievement Medal. Director Esway attended Strayer University where he graduated summa cum laude with a bachelor’s degree in business administration with a concentration in Human Resource Management. Joe has been married to English Esway for 27 years and they have two children. Corporal Jacob Esway (USMC) is married and currently testing reconnaissance boats aboard Marine Corps Base, Hawaii, where he was born 22 years ago. Savannah age 19 is a Kappa Delta Sophomore at ETSU majoring in Child Life Development. They have two English Bulldogs, Brutus, (Joes Retirement gift from The Marine Corps) and Harley who is a foster failure from Friends Animal Shelter.
