Kareem W. Shora, JD, LL.M., is the Deputy Director of the Center for Prevention Programs and Partnerships (CP3) at the US Department of Homeland Security (DHS), overseeing the Center’s staff responsible for strategic engagement and policy implementation, strategic communications, and research and content development focused on the prevention of targeted violence and terrorism.
Shora joined CP3 after serving as Executive Vice President for Human Rights First where he led a team of approximately 60 attorneys, policy advocates, and technology professionals. Prior, Shora served for 12 years with DHS. His most recent position with DHS was as the acting Deputy Director for Programs and Policy with CP3. Shora was also the DHS Office for Civil Rights and Civil Liberties (CRCL) Community Engagement Section Chief where he built strategic partnerships with civil society at the local, national, and international levels. Shora also drafted and was responsible for implementing the DHS Enhanced Strategic Community Engagement Plan on Syria. He was also the Department’s lead on implementation of UN General Assembly Resolution 73/16 on “combating intolerance, negative stereotyping, and stigmatization of, and discrimination, incitement to violence and violence against, persons based on religion or belief,” through the country-to-country training program in partnership with the US Departments of State and Justice. Shora is recipient of the 2015 Homeland Security Secretary’s Award for Excellence and the 2016 US Department of State Benjamin Franklin Award for Public Diplomacy.
Prior to his DHS career, Shora spent a decade with the American-Arab Anti-Discrimination Committee (ADC) culminating with his service as national executive director. He was also appointed by the Homeland Security Secretary as a member of the Homeland Security Advisory Council (HSAC). Shora is a recipient of the American Immigration Lawyers Association (AILA) “Arthur C. Helton Human Rights Award.” He has also testified before major international bodies including testimonies before the Organization for Security and Cooperation in Europe (OSCE). He was selected by the Ford Foundation as a member of the Foreign Policy Task Force designing the Laboratory for New Thinking on Foreign Policy and by the Police Foundation as an advisory board member. Shora was also the civil society representative on the G8 Experts Roundtable on Diversity, Integration, and the Prevention of Terrorism. He is fluent in Arabic and holds a Doctorate of Jurisprudence (JD) degree from the West Virginia University (WVU) College of Law and the LL.M. specialty in International Legal Studies (Public International Law) from the American University Washington College of Law.
