Michael Kapuscinski is a Domestic Security Strategist with the U.S. Secret Service National Threat Assessment Center (NTAC), where he promotes NTAC research by establishing relationships with community partners, including educators, law enforcement, mental health professionals, government officials, and private industry. His area of responsibility includes nine states in the Northeast and is regionally-stationed at the Secret Service Philadelphia Field Office. In addition to facilitating access to NTAC resources, Mr. Kapuscinski provides briefings on NTAC and its research findings, and assists with consultations on threat assessment policy development and on complex threat cases.
Prior to joining the U.S. Secret Service, Mr. Kapuscinski worked for the Federal Emergency Management Agency (FEMA) for over fourteen years. Here he built and maintained strong partnerships with federal, state, local, tribal and territorial entities. He developed regional disaster response and recovery plans as well as supported headquarters in policy and training development. He leveraged his experiences supporting disaster relief programs across the country to lead teams in incorporating crucial preparedness and mitigation efforts into planning efforts. He evaluated regional exercises and completed FEMA’s Master Exercise Practitioner Program (MEPP).
