Lieutenant (retired) Dave Okada is the Principal at Safety and Threat Solutions consulting, LLC and is an internationally recognized expert in multi-disciplinary threat assessment and management. He has been a practitioner in threat assessment since 2000 and has worked on thousands of threat assessment cases throughout his career, serving as the Chair of the Willamette Valley Adult Threat Advisory Team and a member of the Mid-Valley Student Threat Assessment Team. He coordinated the threat assessment program for the Salem Police Department for several years and has implemented numerous policies and procedures both within his department and with the Willamette Valley Adult Threat Advisory Team. He has co-authored several threat assessment articles and threat assessment investigative guides for adult, higher education, and student models that are currently in use by several threat assessment teams and programs throughout the nation, and he has consulted on many difficult threat assessment cases. Lieutenant Okada has over 33 years serving in law enforcement in Salem, Oregon, and has been instrumental in promoting threat assessment throughout the nation. He has done presentations, consulting, training, and debriefing on threat assessment issues around the nation and is highly regarded as a trainer in the field. He has trained and consulted in Community-based threat assessment, K-12 threat assessment, Higher Education threat assessment, Corporate threat assessment, and Public-Sector threat assessment. He has also consulted and assisted in the formation of multiple threat assessment teams and systems throughout the United States. He was an invited participant at the 2015 Federal Bureau of Investigation (FBI) Symposium on Targeted Violence Prevention, resulting in the 2017 publication of the FBI Behavioral Analysis Unit Monograph: Making Prevention a Reality: Identifying, Assessing, and Managing the Threat of Targeted Attacks. Lieutenant Okada consulted with the Oregon Governor’s Task Force on School Safety and worked with the Task Force on threat assessment legislation, and he was the recipient of the Oregon Champions for Children award in 2017 for his work in student threat assessment. Lieutenant Okada is also a co-author of the publication Assessing Student Threats-Implementing the Salem-Keizer System. Lieutenant Okada currently holds the office of First Vice-President of the National Board of Directors of the Association of Threat Assessment Professionals (ATAP) and is the President-elect, taking office in September 2021. He has held several offices on the National Board of Directors of ATAP since 2007 and received the 2009 ATAP Presidential Recognition Award at the national ATAP Threat Management Conference. He previously served as the ATAP Northwest Chapter Sergeant at Arms and two terms as the Northwest Chapter President. He was also on the committee that authored the ATAP Code of Ethical Conduct.
