Pamela Vickrey serves as the Executive Director of the Utah Juvenile Defender Attorneys (UJDA). UJDA is a small law firm dedicated entirely to youth defense. Under Pamela's direction, UJDA approaches youth representation from a holistic perspective, which includes trial attorneys, appellate attorneys, and forensic social workers. Pamela also serves as chair of the Utah Sentencing Commission; chair of the Juvenile Subcommittee for the Utah Sentencing Commission; a member of the Indigent Defense Commission; a member of Salt Lake County’s Criminal Justice Advisory Council; chair of the Juvenile Justice Oversight Committee; the juvenile defense representative on the Juvenile Justice Implementation Committee and the Utah Board of Juvenile Justice under Utah’s Commission on Criminal and Juvenile Justice; a member of the Gault Center’s National Advisory Board; a member of the National Juvenile Justice Network; and Director of the SouthWest Regional Center for the Gault Center. Pamela has been instrumental in implementing several sweeping legislative reforms in Utah, including serving on the committee that developed Utah’s juvenile competency statute and legislation that requires automatic appointment of counsel in all delinquency cases from the first hearing through termination of court jurisdiction, shackling reform, eliminating juvenile life without parole, modifications to transfer laws, extension of court jurisdiction, raising the age of jurisdiction, juvenile interrogation amendments and prohibitions, an omnibus juvenile justice reform bill, facilitating the creation of access to counsel for youth referred to court at the non-judicial or diversion level, and successfully advocating for appropriations to assist counties across the Wasatch Front in combating youth violence by building more community and structural supports for youth. As a certified youth trainer, Pamela attends, participates in, and provides specialized training to youth defenders in the state and around the country.
